« At all levels where we can listen, we must act so that SOCIETAL HAPPINESS is recognized as a legal concept and a legal norm: it is by introducing this notion into the vocabulary of States and International Organizations that we will help change the future. »

OUR GOALS

MAIN OBJECTIVE

Advancing the notion of societal progress by placing at the center of reflection on happiness, the fundamental values of humanity, which form the basis of law.
The idea of making happiness a scientific object of research was born from the observation that political and government authorities are beginning to integrate the notion of happiness into their decision-making process.

...

Indeed, the world of economics, and in its wake that of politics, is interested in the notion of happiness, impacting the human and social sciences in an innovative way.

A special study on indicators of economic performance and social progress, entrusted by the French government to an international commission (Stiglitz Commission) chaired by Professor Joseph E. Stiglitz, opens up new avenues for reflection.

By deliberation without a vote on July 19, 2011, the UN General Assembly adopted a resolution on happiness as a global approach to development . The Assembly invited member states to "develop new measures which better take into account the importance of research on happiness and well-being in order to guide their development policy".

The international economic crisis highlights the urgency of encouraging interactions between the human and social sciences and with other sciences.

Ongoing changes in socio-political strategy require a deep understanding of many areas of knowledge and their legal implications must be highlighted.

In this context, the International Observatory of Happiness aims to become a research institute within which researchers, teachers, students and citizens will work in synergy.

SPECIFIC OBJECTIVES:

Participate in the international strategy of multidisciplinary research and innovation in terms of societal progress and happiness.

To be a research accelerator for all those who, through the field of their research, contribute to this object by creating a synergy between researchers, teachers, students and citizens from different backgrounds.

Contribute to the production of new knowledge.

Initiate the development of a law for societal progress in an approach respectful of cultural diversity.

Develop (directly or in collaboration with other associations or organizations adhering to the values of the OIB) programs contributing to the pragmatic improvement of people's happiness in the humanitarian, social, health, environmental and educational fields.

OUR APPROACH

The OIB is a place for meeting, sharing and reflection, international and transdisciplinary. It implements transversal and innovative projects, having a national, community and international dimension. Its purpose is to:

Take inventory, centralize and be the depositary of works and publications on happiness,

Create synergies and allow everyone to access higher levels of research.

Allow researchers to take a look at this work in order to draw summaries to make them available to everyone, and particularly to the scientific, legal, economic and political spheres,

Develop and apply specific OIB evaluation criteria linked to societal happiness in all actions undertaken directly or in collaboration with associations or organizations adhering to the values of the OIB.

All of the Observatory's work is shared freely and without hindrance.

An association Law 1901

The EFACS Board of Directors wanted to launch a multidisciplinary and innovative international think tank and foresight center.

This involves, through the International Happiness Observatory, encouraging research on the theme of societal happiness with particular emphasis on questions, particularly legal ones.

The main goal is to place the law and the fundamental moral values of humanity at the center of this global interest and to have lawyers provide their best assistance to studies and research in this area.

The International Observatory of Happiness is open to all but is resolutely secular and apolitical.

OUR HISTORY

Mai 2008

During informal discussions in Paris, Bénédicte Bury,

Franco-Canadian, lawyer at the Paris bar, member of the National Bar Council invited the Law Schools to implement laboratories of excellence, in order to participate in the international research and innovation strategy. Her colleague, Yamouna David, Franco-Indian, then director of continuing education at EFACS, offered to launch the first "pilot" project, but which theme should she choose?

Sinnou David, , his brother, a mathematics professor, was returning from a mission in Bhutan and they crossed paths in southern India. Yamouna David was very surprised to hear her brother speak with so much enthusiasm about this country, he who traveled so much. There was talk of Gross National Happiness… One sentence caught his attention: "50 years ago, this country was 500 years behind the others. Now, in terms of vision, it is 100 years ahead of all the others. If the world could be inspired by it, perhaps we would be saved."

Yamouna David, looking at the blue sky above the clouds on a Montpellier – Paris flight, something clicked. As soon as she lands, she calls Bénédicte Bury to tell her: "it's good! the subject has been found: societal happiness!"... blank on the phone.

Then comes a question: "what does this have to do with competitiveness?"
Answer: "competitiveness of the 20th or 21st century?"

Yamouna David suggests to the EFACS Board of Directors to make societal happiness the theme of their laboratory. After a lively discussion, this idea was unanimously adopted!

It remained to be seen what form this would take.
