Introduction
EFACS (Ecole de Formation des Avocats Centre Sud) is a school created by law (Act of 31st December 1971 article 13 and 13-1), and declared of public utility. The school takes care of the training of future advocates as well as all practising advocates.
History
In may 2009, national authorities suggested that each Law school for advocates should start a research center or an advanced studies project, in order to get into position of prestige school and be involved into the international strategy of research and innovation.
EFACS has proposed to launch the first pilot project. The blueprint specified the project should be international, multidisciplinary and innovative.
Therefore, at the 13th June 2009 general meeting, EFACS’ board held the subject of happiness, a topical issue.
Context
The choice of a study about happiness was based on the acknowledgement that western societies awaken to the idea of encompassing happiness in the policy making.
Indeed economy world and, in its furrow, policy world take an active interest in happiness, which influences human and social sciences in an innovative way.
A special study on indicators of economic performance and social progress, entrusted by the French government at an international commission chaired by the Professor Joseph E. Stiglitz, opens new tracks of thinking.
The international economic crisis underlines the emergency to encourage the social sciences’ interactions, between them and with other sciences.
Such a change on political strategy requires a profound understanding in many fields of knowledge, and their legal implications have to be framed out.
The French Ministry for Higher Education and Research, in its report about “research and innovation national strategy”, defines as " major trend: health, well-being, feeding and biotechnologies ". It notices that “if the scientific projections often answer at the requests of the society, they raise legal, ethical, anthropological and philosophical questionings”.
Objective
The main goal of the International Happiness Observatory, is to place the fundamental values of humanity, which melt the base of law, as the key point of reflection on happiness.
The International Happiness Observatory has vocation to become a research institute, where researchers, teachers, students and citizens will work in synergy.
The Observatory aims to implement innovating research projects, having a national, European and international aspect.

- Create relevant data bases,

- Scientific watch.
These activities will provide the ground data for legal implications of the inclusion of the happiness concept in modern policy making.
All works are aimed to be shared without hindrance.
Legal frame
The International Happiness Observatory was created by the founding general meeting of May 21, 2010.
The legal framework is an institution governed by the 1901 Parliamentary Act (non profit based institution)
The governance is vested in a board exclusively composed of EFACS’ administrators / administrative staff or former administrators / administrative staff.
